The lackage of management capacity is part of the energy shortages in Nigeria. although the country is a oil exporter, the refinery installations are broken down. The owners (Shell) is not interested in the repair. Due to this Nigeria is having electricity shortages and a sharp collapse in foreign revenue (due to lack of oil exports).
The next problem for oil exports is the shortage of oil tankers. There is a physical shortage. Resulting, for example, in oil barrels being stored at the Saudi Arabia harbor, in the full sun! I doubt it is really good and healthy, but it is what the Saudi Arabia government is doing.
